化妆品意义为为了美化、保留或改变人的外表(例如为了表演)而用于人体的调剂(除肥皂),或为了净、染、擦、矫正或保护皮肤、头发、指甲、眼睛或牙齿而用的调剂。

化妆品分类：

清洁型：用来洗净皮肤；

护肤型：这类化妆品如清洁霜、洗面奶、浴剂、洗发护发剂、剃须膏等；

基础型：化妆前，对面部头发的基础处理。这类化妆品如各种面霜、蜜、化妆水、面膜、发乳、发胶等定发剂；

美容型：用于面部及头发的美化用品。这类化妆品指胭脂，口红，眼影，头发染烫、发型处理、固定等用品；

疗效型：介于药品与化妆品之间的日化用品。这类化妆品如清凉剂、除臭剂、育毛剂、除毛剂、染毛剂、驱虫剂、橄榄精华等。

化妆品进口报关批文申请材料：

（一）进口特殊用途化妆品行政许可申请表；

（二）产品中文名称命名依据；

（三）产品配方；

（四）生产工艺简述和简图；

（五）产品质量安全控制要求；

（六）产品原包装（含产品标签、产品说明书）；拟专为中国市场设计包装的，需同时提交产品设计包装（含产品标签、产品说明书）；

（七）经国家食品药品监督管理总局认定的许可检验机构出具的检验报告及相关资料；

（八）产品中可能存在安全性风险物质的有关安全性评估资料；

（九）申请育发、健美、美乳类产品的，应提交功效成份及其使用依据的科学文献资料；

（十）已经备案的行政许可在华申报责任单位授权书复印件及行政许可在华申报责任单位营业执照复印件并加盖公章；

（十一）化妆品使用原料及原料来源符合疯牛病疫区高风险物质禁限用要求的承诺书；

（十二）产品在生产国（地区）或原产国（地区）生产和销售的证明文件；

（十三）可能有助于行政许可的其他资料；

（十四）产品技术要求。

另附许可检验机构封样并未启封的市售样品1件。

*人民共和国对化妆品配方有什么要求？

What are the requirements of the People's Republic of China for cosmetic formulations?

（1）所有生产时加入的成分均需申报，包括随原料带入的防腐剂、稳定剂等添

加剂；

(1) All ingredients added in production shall be declared, including preservatives, stabilizers and other additions brought in with raw materials.

（2）给出配方中全部组份的名称及百分含量，并按含量递减的顺序排列；

(2) Give the name and percentage content of all components in the formula, and arrange them in descending order.

（3）配方中的成份应使用INCI*名称，不得使用商品名；

(3) Ingredients in formulations should be named INCI* and commodity names should not be used.

（4）配方中的着色剂应按化妆品卫生标准归的色素命名或提供CI号；

(4) The colouring agent in the formula should be named after the colouring according to the hygienic standard of cosmetics or provided with CI number.

（5）配方中的成份应给出百分含量，不得仅给出含量范围；

(5) The percentage content of the ingredients in the formula should be given, and the content range should not be given only.

（6）配方成份中来源于植物、动物、微生物、矿物等原料的，应给出其学名（

拉丁文）；

(6) If the ingredients in the formula are derived from plants, animals, microorganisms, minerals and other raw materials, their scientific names shall be given.

（7）配方成份中含有动物脏器提取物的，应附原料的来源、制备工艺及原料生

产国允许使用的证明；

(7) Where the ingredients of the formula contain extracts from animal organs, the source of the raw materials, the preparation process and raw materials shall be attached.

（8）分装组配的产品（如染发、烫发类产品等）应将分装配方分别列出；

(8) The sub-assembly products (such as hair dyes, perms, etc.) shall be listed separately by the sub-assembly parties.

（9）配方中含有复配限用物质的，应申报各物质的比例。

(9) If the prescription contains compound restricted substances, the proportion of each substance shall be declared.
